BIG BROTHER WANTS YOUR LIVESTOCK AND YOUR FARM

If you are a farmer, you recently received forms from the Arkansas Livestock and Poultry Commission in Little Rock explaining how you could voluntarily, "at no cost", register your farm in the premises identification system to comply with USDA guidelines. The accompanying brochure told you that, "The increasing number of animal disease
outbreaks reported around the globe over the past decade and the threat of agri-terrorism to our food supply have greatly intensified public interest in developing a national animal identification program for protecting animal health. A national animal identification system would be of critical importance in the areas of disease eradication,
disease control, isolation and control of foreign animal diseases and possibly reduce the negative impact of a biosecurity attack." The brochure further told you that, "The identification of premises that allow for the co-mingling of animals is the foundation of the NAIS [National Animal Identification System] and must be established before animals can be tracked. Knowing where animals are located is the key to efficient, accurate and cost-effective epidemiologic investigations and disease control efforts. Premises location data that will include
a unique premises identification number to actual location involved in livestock commerce or the movement of animals or poultry will be implemented and administered by the Arkansas Livestock and Poultry Commission under the guidelines of the USDA."
A premise is defined as, "any geographically unique location associated with animal agriculture that would allow for the commingling or movement of animals involved in commerce." Premises that may be voluntarily registered include those that maintain beef cattle, bison, deer and elk, dairy cattle, ducks, emus, equine, geese, goats, guineas, llamas, pheasants, poultry, quail, sheep, swine and turkeys. Since no specific animal numbers are listed for premises registration, it would appear that having one old guinea would eventually require registration if you wanted to sell the guinea.
Now look a little closer at the brochure you received. You are directed to mail the application to the Arkansas Livestock and Poultry Commission. "They will review the form for approval. Once approved, the Livestock and Poultry Commission will submit the information to USDA for a premises identification number." We have gone from
voluntary premises identification to premises identification approval. When you look at the "VOLUNTARY SIGN-UP FORM", you find that the Premises Address, "Must be a 911 address." That indicates that those who do not have a 911 address will not be allowed to have a premises identification number.
PUT ON YOUR BRAKES AND TURN ON YOUR BRAINS
Before you rush head over heels to voluntarily get your "free" premises identification number, take time to research and understand what is really behind all of this and how serious this identification system really is. It may cost you a great deal more than you are willing to pay. Proposed plans call for mandatory premises registration by January 2008. Animal identification devices will be required for individual animals or animal group lots such as hogs and poultry. According to "Arkansas Agriculture", "As the system develops, an owner must have a valid premise registration number in order to obtain animal ID devices," Proposed plans, "will require that all animals entering commerce or being co-mingled with animals from another premise (such as at a livestock show or trail ride) be identified." Animals are to be tracked as they move from one premises to another through the marketing chain until they meet their final destination.
This animal tagging system is being put forth as being demanded by the general public. That is just an out and out lie. It is being put forth by big brother to know where food animals and farms are located. This animal tagging system is being put forth as a tracker of diseased animals. This could easily be done from the point of sale with
insertion of animal identification information accomplished there. Animal identification could be used to track disease, but is it needed? After all, only one cow in the US has been identified to have had mad cow disease and the testing of that animal originating in Canada has been questioned. The truth of what causes mad cow disease

The serious problems associated with cholera in hogs and brucellosis in cattle were resolved without a massive big brother approach, so why do we need a big brother approach now?
It seems obvious that the goal of this program is not animal tracking in the food chain, but premises use tracking.
If you want to confiscate something, you must know its location. Required use of 911 for premises identification tells us that. Not all farmers have 911 addresses, but if they must have a 911 address to sell their livestock, they will most certainly get a 911 address. To have 911 requires a vote by registered voters of a county or city to
have such a locator. In areas where 911 has been voted in, many individuals have managed to not be assigned a 911 address.
In the 1930s, a Communist think tank in Chicago was exposed and raided by the FBI. These patriotic FBI agents determined that the information acquired in that raid should be made available to the American public to prevent implementation of such things as 911, Metropolitan Government, and extended questions on census forms. THE TERRIBLE 1313 explains that 911 was developed to locate the exact residential location of all Americans, especially individuals who would not accept the communist take over (globalization) of the US so that these individuals could be quietly eliminated a few weeks before the final push for the take over was instigated. This 911 address will now also be used to determine the exact location of livestock. Watching thatlittle arrow move along a mapped computer screen to one's home can produce goose bumps, if you fully understand why 911 was really
established. In areas where voters chose to have 911, their elected officials have betrayed them and provided 911 mapping information to the National Data Base and many private corporations.
EXECUTIVE ORDER 10998 was issued by John Kennedy on February 16, 1962.
In that executive order he designated certain functions to the Secretary of Agriculture in times of national emergency (martial law). We have not been removed from martial law status since it was declared during the Civil War. At any time the President can implement dictatorial martial law edicts, without Congressional approval. As
Richard Nixon, curled in a fetal position, rolled on the floor in his underwear in the White House living quarters when his skulduggery was exposed, he chanted, "I declare Martial Law. I declare Martial Law. I declare Martial Law." Fortunately cooler heads prevailed and all military installations were advised to ignore any commands from the White House, but folks that is how simple it is. The President just makes the statement, "I declare Martial Law," or, "I declare a National Emergency," and your rights are suspended, and the Congress is forbidden to take any action for 6 months. In all probability you will not be informed by major media that Martial Law has been
declared. Most likely such declarations will not be nation wide, but Martial Law will selectively be applied until the entire nation is totally controlled.
The Secretary of Agriculture has the mandate to make plans to claim (confiscate) all farm equipment, fertilizers, animal and human food supplies. In the event that the President declares a National Emergency, the Secretary has the responsibility to carry out those plans. This is laid out in SEC. 5. Claimancy. in Executive Order 10998.
Article 8a-e of the Convention on Biological Diversity Treaty, Section 188.8.131.52.3 of the United Nations Global Biodiversity Assessment, "The Wildlands Project", and the Border 21 Project (Agenda 21) in NAFTA establish that 50% of the land mass of the United States shall be returned to its original wild state where there is to be little or no human use. This area is to be designated for wildlife habitation with interconnecting wildlife corridors blanketing the country. Human buffer zones, where use will be highly regulated, are designated. Areas for military and Indian Reservations are designated and limited normal use zones for human habitation are designated. Farm animals
will be prohibited from entering wildlife corridors and will be highly regulated in buffer zones or special designated areas. To place farm animals in appropriate zones, their locations must be established. Premise identification is intended to be used to locate all farm animals. Farmers are to be moved to habitation zones. In order to do
this their residential locations must be known. 911accomplishes this.
Nothing in Executive order 10998 provides for compensation to owners of equipment, animals or land that is claimed (confiscated) during a National Emergency. Property tax has taken care of ownership. The State owns everything that you have listed as real or personal property. The State owns your land and your vehicles by holding their titles. You only have a Certificate of Title for your vehicle and a Warranty Deed for your land. In essence you are renting that which you thought that you owned. This provides for easy seizure and tax records
provide a listing of what you possess. Enter the 911 address and your premises identification number and your possessions, including your family, can be located by Global Positioning Systems (GPS).
The big question that this writer has is, "If I get a premise identification number, will I be voluntarily giving government agencies and departments rights or controls over my property and possessions?" The answer is probably, "Yes." USDA is funding the Arkansas Livestock and Poultry Commission efforts for premises registration; therefore the feds are in control [see Wickard vs Filburn, 1942, Supreme Court Case, The federal government has the right to regulate that which it finances]. If we allow premise identification to begin in January 2008, it will most likely be many years before we feel the full sting of its intentions, but the ground work for land seizures, equipment seizures, livestock seizures, human relocation, etc. will have been set firmly in place by well meaning
unelected officials who are doing what they were told to do by their department heads for the "good of the people." Our Arkansas State Senators and Representatives could override all of this at the state level as could our federal Senators and Congressmen at the federal level. Most probably do not have a clue as to what is really happening. It is up to you to inform them and demand that they stop this insanity. It will take a massive effort by every farmer in the state, and depending upon others, farm bureaus, farm agencies or farm organizations to stop this for you is suicide. It is up to you, so get out there and get organized now—before it is too late.
There isn't much time remaining.
